Critical types of infrastructure are provided by the state to maintain the people’s livelihood, ensure economic development, and systematic government operations. Given the development of ever more complicated critical infrastructure systems, increasing importance is being attached to the protection of the components of this infrastructure to reduce the risk of failure. Power facilities are one of the most important kinds of critical infrastructure. Developing an effective risk detection system to identify potential failure modes of power supply equipment is crucial. This (...) study seeks to improve upon prior approaches for risk assessment by proposing a hybrid risk-assessment model using the concepts of failure mode and effect analysis and multiple-criteria decision-making. The proposed model includes a cost-based factor for decision-makers. The subjectivity and uncertainty in FM assessment are adjusted through the rough number method. The original risk priority number can be expanded by including the entropy weights in the risk index. Furthermore, to rank the risk priorities in a rational manner, a modified technique for order preference by similarity to ideal solution is adopted. The applicability and effectiveness of the proposed method were demonstrated by considering an example of a turbine steam engine in a nuclear power plant. (shrink)

Observers inspected normal, high quality color displays of everyday visual scenes while their eye movements were recorded. A large display change occurred each time an eye blink occurred. Display changes could either involve "Central Interest" or "Marginal Interest" locations, as determined from descriptions obtained from independent judges in a prior pilot experiment. Visual salience, as determined by luminance, color, and position of the Central and Marginal interest changes were equalized. -/- The results obtained were very similar to those obtained in (...) prior experiments showing failure to detect changes occurring simultaneously with saccades, flicker, or “mudsplashes” in the visual scene: Many changes were very hard to detect, and Marginal Interest changes were harder to detect than Central Interest changes. -/- Analysis of eye movements showed, as expected, that the probability of detecting a change depended on the eye’s distance from the change location. However a surprising finding was that both for Central and Marginal Interest changes, evenwhen observers were directly fixating the change locations (within 1 degree),more than 40% of the time they still failed to see the changes. The decree of Themistocles, discovered by M. H. Jameson and first published by him in 1960 has given rise to an intense debate centring on the question of the decree's authenticity. This debate has focused to an important extent on supposed archaisms or anachronisms in the text. If a word appears to be used in an ‘archaic’ manner, i.e., in this instance, one peculiar to the early fifth century, it may be an indication of the inscription's authenticity. Conversely, a word (...) employed in a manner proper to a later time may be an indication of the decree's actual period of origination. Thus an early and influential commentator, D. M. Lewis, argued for the decree's authenticity asserting: ‘I see no reason to suspect a forgery. There are too many traces of official and archaic language.’. (shrink)

This is a well-written analysis of the interpreters and interpretations of the Buddhist nirvana from the West. The first chapter treats the West's encounters with Buddhism before 1800, Marco Polo, etc. The remainder of the book deals with the interpretations of nirvana by Eugène Burnouf, Friedrich Max Müller, James D'Alwis, Robert Caesar Childres, Schopenhauer, Wagner, Nietzsche, Hermann Oldenberg, the Rhys Davidses, La Vallée Poussin, and Stcherbatsky. The author's own opinion is given in a few pages at the end of (...) the book; however, his opinion is not so much an exposition of nirvana but a short essay on the methodology of a study of nirvana. He quotes Richard Robinson to bring home his point that this long array of scholars could not forsake their cultural bias and that one needs therefore to approach non-Western ideas from the inside of a non-Western culture. Welbon's intention is to present an outline of the history of Western discussions on the meaning of the Buddhist nirvana. His research is thorough; his presentation is clear; this is a chronicle of heroic but club-footed attempts to learn about a non-Western idea. The book should be read by all aspiring Buddhologists, for it will convince them of the absolute necessity of learning the language of a Buddhist culture and of searching out qualified native informants. Its value for non-Buddhologists is not to learn more about nirvana but to learn the history of this burgeoning study. Welbon has admirably succeeded in his aim; he has concisely presented Western opinion on nirvana up to World War II.--P. J. H. (shrink)

Starting from a unitary, Lorentz invariant two-particle scattering amplitude, we show how to use an identification and replacement process to construct a unique, unitary particle–antiparticle amplitude. This process differs from conventional on-shell Mandelstam s, t, u crossing in that the input and constructed amplitudes can be off-diagonal and off-energy shell. Further, amplitudes are constructed using the invariant parameters which are appropriate to use as driving terms in the multi-particle, multichannel non-perturbative, cluster decomposable, relativistic scattering equations of the Faddeev-type integral equations (...) recently presented by Alfred, Kwizera, Lindesay and Noyes. It is therefore anticipated that when so employed, the resulting multi-channel solutions will also be unitary. The process preserves the usual particle–antiparticle symmetries. To illustrate this process, we construct a J=0 scattering length model chosen for simplicity. We also exhibit a class of physical models which contain a finite quantum mass parameter and are Lorentz invariant. These are constructed to reduce in the appropriate limits, and with the proper choice of value and sign of the interaction parameter, to the asymptotic solution of the non-relativistic Coulomb problem, including the forward scattering singularity, the essential singularity in the phase, and the Bohr bound-state spectrum. For many, Thomas Beauchamp and James Childress have elaborated moral reasoning by using the four principles whereby all substantive problems of medical ethics (and of ethics more generally) can be properly analysed and cogent philosophical solutions for the problems can be found. It seems that their ‘principlism’ gets updated, with better features being added during the course of the six editions of Principles of Biomedical Ethics. Nonetheless, Beauchamp and Childress seem to have been losing their way when it comes (...) to the common-morality justification, which is the epistemological (and perhaps metaphysical) backbone of their method, and this is shown more vividly in their most recent (2009) edition of Principles of Biomedical Ethics. The author points out what he calls the problem of ‘thick in status, thin in content’ in principlism. The problem exists because principlism cannot adequately explain how the prescriptive sense of common morality it supports is consistent with the existence of what Beauchamp and Childress call the ‘legitimate moral diversity in the world’. Because of this problem, first, the practical end that principlism allegedly accomplishes (ie, providing practical moral guidelines in a relatively ‘thick’ content, based on common morality) is frustrated, and, second, principlism makes itself the method of common morality de jure and of moral pluralism de facto. Marco Buzzoni has presented a Kantian account of thought experiments in science as a serious rival to the current empiricist and Platonic accounts. This paper takes the first steps of a comprehensive assessment of this account in order to further the more general discussion of the feasibility of a Kantian theory of scientific thought experiments. Such a discussion is overdue. To this effect the broader question is addressed as to what motivates a Kantian approach. Buzzoni's account and the assessment developed (...) in this paper are warranted by the fact that the history of philosophical inquiry into thought experiments is deeply interwoven with Kant's philosophy. This history will be depicted here for the first time in more comprehensive terms to contextualize Buzzoni's account in historical and systematic perspective. (shrink)

Though theoretical models of business ethics have recognized the importance of culture in ethical decision-making, few have examinedhow this influences ethical decision-making. Therefore, this paper develops propositions concerning the influence of various cultural dimensions on ethical decision-making using Hofstede''s typology.
